Non–crate items (or Free-drop items) are items which could be acquired after leveling up before Free To Play or from trading in non–crate items of a lower quality. After Free To Play, trading in non–crate items is still possible, but the player does not get the items from leveling up, instead Psyonix implemented a new system: the Drop system.

But "non–crate items" is the terminology that has been in use for years, so it is unlikely to change. In addition, some people are referring to "Drops" as "crates", which doesn't help alleviate that confusion at all, because items from Drops most definitely are "non–crate items".
