IIRC, the NCR guys that tell you to shape up say you need only improve your rep with them, not get on their good side. Although, I could be completely wrong on that. The Three Card Bounty mission is good and easy, and improves your NCR fame a couple notches.

I just went to the NCR correctional facility thinking there would be a quest I could do that would make them like me, and all their were were Powder gangers, and they engaged me so I killed them all. It took about 30-40 or something to get Liked. I handed in some more after that and got idolized. It's not hard at all. NCR will not care at all if you stealth kill 1-shot people. They don't notice it. You can do mister sandman on them but Its much faster to get a silenced weapon that is capable of 1 shotting them.
