Betting

I have a question about betting. In a recent tournament myself and the table had a question.
in a blind system of NL $10.00 sb and $20.00 bb
Can the initial bet be 23.00? or does it have to be 2x the big blind???

The only time it can be done is if the guy only has $23 left, then he can go all in (with the $23) but it is not a bet. Everyone has to call the $23, or if they want to raise they can "Complete" it to $30.

And it can still be raised 3 times (4 bets), as the original $3 is not considered a bet.
