who do you think it the best ruler in the world right now?

As far as I'm concerned, there has never been a great ruler. "No gods, no masters!" as the anarcho-socialist slogan goes.

On a more serious note, here are a few political figures (I hesitate to call them "rulers") that I admire:

Rep. Barney Frank (D-Massachusettes)
Rep. Dennis Kucinich (D-Ohio)
Sen. Barack Obama (D-Illinois)
Sen. Bernie Sanders (Independent Socialist-Vermont)

Although it will never happen, I would love to see Ralph Nader become president.
