I voted for option #1. If you're going to play 77, you should raise if you are first in no matter what your position. Straddlers tend to be maniacs, so it's best to isolate them when you hold a good hand. I will usually re-raise a maniac with moderately strong hands that I would normally fold to an early-position raise--e.g., AQo, 99, and 88. I would fold K-Jo because you may be dominated by another player behind you. I would consider raising with K-Js.
On second thought, I'm not sure if 77 is strong enough to re-raise the straddler, especially if your other opponents are good players who might suspect that you are trying to isolate him. The straddler is not going to fold, and it will be nearly impossible to read his hand after the flop. I'm not 100% certain that I answered correctly. Then again, there are few absolutes in poker.
